Senator Alan Hays sets EPA back on its heals.  Hays is working with Governor Scott's newly confirmed Secretary of DEP Herschel Vinyard, to bring centralized policy to Water Districts.  Springs anit growth groups are defunded.  For nearly 10 years state tax funds were used to organize mostly government political efforts at the grass roots level under concerns for Gainesville Utility Discharges to the Aquifer.  Nitrates discharged just up stream from the Silver Springs and Rainbow Springs were used to keep up the nitrate feeding of algae blooms.  Anti growth forces used the discharges to create a sense of too much growth in central Florida.  Senator Hays leads the charge to stop the EPA and those who are attempting to draw the EPA into Florida's Environmental Management.  TeamConservation's Water Czar Walter Pine sees Senator Hays as the champion of personal liberty.
